The City has determined that the following emergency exists.  Due to a storm with high wind speeds of approximately 120 mph, there was some electrical damage caused to essential utility poles at various locations.  Being that the storm caused extensive damage throughout the City with electrical outages, City crews were spread thin and unable to make repairs.  A determination was made to request a contract to provide repairs and restore power.  Bixby Electric was contacted as they are currently a contractor for a unrelated City project and that helped minimize cost.

The existence of the emergency condition creates and immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten:
 
1) the functioning of the government 
2) the preservation or protection of property; or
3) the health or safety of any person
