The City of Gallup, New Mexico determined that the following emergency exists.  Describe emergency:

A portion of the 16" water transmission line that connects the Gamerco Tanks to Grandview Tank between I40 and Rt. 66 has recently experienced four breaks over labor day weekend.  This line is a critical line that currently carries 80% of the City's water supply into its distribution system.

The emergency procurement method (NMSA 1978, Section 13-1-127) may only be used when there exists a threat to public, welfare, safety or property requiring procurement under emergency conditions.  

1. the functioning of government;
2. the preservation or protection of property; or
3. the health or safety of any person.
