Description:
The City of Gallup, New Mexico has determined that the BHIZ Consulting Services needed for the continuum of care offered by the City of Gallup administered through RMCH (Rehoboth McKinley Christian Hospital) and NCI (Na'Nihzhoozhi Center) for detox and shelter services is considered unique and is a specialized service that only one contractor can provide.

A description of the required function that substantiates the sole source determination is as follows:

1)  SBS Consulting is the current provider and therefore has the work history and institutional knowledge of the program; was very closely involved in the grant application process.

2)  Web based system for for program was uniquely developed by SBS Consulting and is custom to the City of Gallup's continuum care program.

3)  PARD (Preventing Alcohol Related Deaths) grant was awarded based on upon system and services that were previously provided by SBS Consulting.
