EMERGENCY PROCUREMENT FOR
EMERGENCY INDIAN HILLS LIFT STATION CONSTRUCTION
The City has determined that the following emergency exists. With the recent failure of the lift station, a contractor was recently contracted to temporarily pump raw wastewater until repairs could be made and lift station be placed back into operation. During the pumping stages, attempts to repair lift station was made by contractor; pumps were removed and sent off for potential repairs with other key elements within lift station being analyzed; detention time of the sewage in lift station had caused damage to key elements of lift station. It was thereafter determined that construction of new lift station would be the only solution in order to regain mechanical movement of raw wastewater in preventing overflow. Since the current contractor providing temporary pumping has the capacity to construct new lift station and has already mobilized themselves on site, this was used to justify using the same contractor. In addition, it would have been difficult and less cost effective to have one contractor provide pumping with another contractor constructing lift station as pumping would need to continue simultaneously while constructing lift station. The existence of the emergency condition creates immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten:
1) the functioning of the government
2) the preservation or protection of property; or
3) the health or safety of any person
