EMERGENCY PROCUREMENT FOR
MILLING MACHINE RENTAL
The City of Gallup, New Mexico determined that the following emergency exists. As the milling and overlay project was fully underway with significant materials purchased, streets already graded and prepared for overlay, it was determined that the emergency procurement for rental of a milling machine was necessary. The Street Department’s existing milling machine broke down two weeks ago in the middle of a residential area as crews were literally in the middle of overlaying streets. Repairs of machine were attempted however parts have become either obsolete or difficult to obtain coming from Italy and only when available. The amount of repairs would likely exceed the cost of a new machine whereas funding for a new machine is not feasible at the time. In addition, other vendors were contacted to see if rental of milling machines were available. There was only one vendor willing to rent such equipment.
The existence of the emergency condition creates an immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten:
- the functioning of government;
- the preservation or protection of property; or
- the health or safety of any person.
