EMERGENCY PROCUREMENT FOR
2ND STREET RAILWAY CROSSING WATER MAIN REPAIRS
The City of Gallup has determined that the following emergency exists. Due to the some severe water breaks, specifically the 5th Street water main break which is a main transmission line that feeds water throughout a major part of the city, was disrupted causing water levels and supply of water to become critical. Although line was temporarily repaired, line has reached its service life, is deteriorated, and is in imminent danger of failing and possibly breaking again. The need to repair the 2nd Street crossing water main will allow water to be transmitted to the south side of Gallup if any major breaks re-occur on the 5th Street line. Repair of 2nd Street water main will also allow continuity of water supply during any planned water main replacement on 5th Street. The existence of the emergency condition creates an immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten:
1) the functioning of government;
2) the preservation or protection of property; or
3) the health or safety of any person
