Tammy Parker is recommended to fill a vacancy on the Keep Gallup Clean & Beautiful (KGCB) Board.
Hiroshi Miyamura High School is requesting approval of the closure of Aztec Avenue from 8th Street to Puerco Drive for their 2023 Homecoming Parade. The proposed street closure is set in accordance with the standardized parade route established by the City Council. The parade setup is scheduled for 4:00 p.m. and the start of the parade will be at 4:30 p.m.
Maura Schanefelt of Four Corners Detox Recovery Center will present the request to close the lower parking lot at the Courthouse Square for this event.
The Gallup Pride Planning Committee is requesting approval to close the lower parking lot at the Courthouse Square for the Gallup Pride Celebration. The main event at the Courthouse Square will be held on Saturday, September 30th. In addition to the main event, a Golf Course Rainbow Run/Walk will take place at the Fox Run Golf Course on Sunday, October 1st.
St. Francis Parish is requesting the closure of Wilson Avenue between 2nd Street and 3rd Street for their annual Fiesta. The event will take place on Sunday, October 1, 2023 from 11:00 a.m. to 5:30 p.m.
OFPL must purchase a dual-blower HEPA filter for the laser engraver in the library MakerSpace. This is an additional component that is required to safely operate the laser engraver and an unexpected expense as a result of the procurement process.
The Gallup Police Department received $96,000 in LEPF funding in fiscal year 2023 and expended all but $14,857.06 by the end of fiscal year 2023. GPD is requesting approval for a budget adjustment increase of $14,857.06 in fund 211 from the fiscal year 2023 carryover. GPD is receiving $162,500 for FY 24 funding. Budget adjustment to expenditures for the FY24 increase of 66,500.
1. The Senior Program is requesting a Budget Adjustment of $14,095.00 from the Senior Program General Fund Balance to the City Match Budget (GS2403). This will change the City Match from $300,000.00 to $314,095.00. This adjustment will supplement current funding to cover expenses associated with increased costs in service, city ordinance changes re: grease trap cleanings, and unexpected vehicle repairs.

2. The Senior Program is requesting the approval of Resolution R2023-24 which will allow the Gallup Senior Program to submit the FY 25-29 Senior Center Infrastructure Capital Improvement Plan (ICIP).
In partnership between the City of Gallup and the NMTD, the Solid Waste Department seeks acceptance of the FY2024 Keep Gallup Clean & Beautiful Grant award in the amount of $17,050 and implementation of this grant.
Recommendation:
It is staff recommendation that the Mayor and City Council approve Resolution R2023-25 accepting the FY2024 Keep Gallup Clean & Beautiful grant award between the City of Gallup and the New Mexico Tourism Department and related budget adjustment of revenue and expenditures.
Mayor and Council had a work session on Monday, August 21, 2023 to interview persons interested in filling the vacancy for City Council District #4 and receive public input. The City Council will now have a discussion to make their decision for filling the vacancy on the Council.
Tommy Haws, President of the GGEDC and Bruce Armstrong, Economic Development Manager of the GGEDC, will present their annual report for Fiscal Year 2023.
